    I had the same problem, here is how i did to solve it.

    Create a tomtom folder on your sdcard as shown (sdcard/tomtom)

    Put in the created folder -"file" and the apk -

    Launch the apk

    Close the application

    Go back in the tomtom folder, there will be three files now (the "file" and apk files that you have put before and a new file "com.tomtom.(part of the world)"

    Open the new folder "com.tomtom.(part of the world)". Inside, delete the "file" folder and replace it by the first "file" that you have in the tomtom folder.

    Launch the application.
